Grants For Contemporary Creation Matadero Madrid 2008

The Arts Area at the Town Hall of Madrid, through its Matadero Madrid project, aims to support initiatives destined to stimulate artistic creation and contemporary thought and strengthen its dissemination and bring it closer to the people.
The Arts Area of the Town Hall of Madrid, through Matadero Madrid will maintain a commitment to dialogue and support with the successful applicants throughout the project.
Modes
For this call, the total available funds are 355.000 euros, distributed in three programmes:
A) Independent Areas Programme: destined for spaces devoted to the production and programming of activities related to contemporary creation.
This mode is for foundation or cultural associations, not-for-profit organisation which maintain permanent spaces in the city of Madrid, open to the public and used mainly for the development and dissemination of artistic creation and contemporary thought.
The grants under this programme will consist of funding and/or institutional support.
The total grants may not exceed 30,000 euros per space.
B) General Programme: destined for the production of work, innovative projects and activities with freely chosen bases and content, and the international promotion of these.
This is open to individuals or groups, foundation or cultural associations, not-for-profit organisations in the area of artistic creation which, independently of nationality and place of residence, work in the city of Madrid.
The grants under this programme will consist of funding and/or institutional support.
The total grants may not exceed 20,000 euros per project.
C) Intermediæ-Matadero Madrid Programme: destined for projects, work production and/or activities which must take place within the Intermediae-Matadero Madrid context (contemporary creation). The fundaments and content of the projects submitted under this mode must be related to the fundamental ideas of Intermediae (see Annex I).
This is open to individuals or groups, foundation or cultural associations, not-for-profit organisations in the area of artistic creation which, independently of nationality and place of residence, work in the city of Madrid.
The projects submitted under this section may receive support of a diverse nature: funding, material and technical resources, spaces for production, exhibition and dissemination for the project, assessment and support for administrative and institutional processes.
The total grants may not exceed 18,000 euros per project.
Conditions
The funds will be granted in accordance with the evaluation of the proposals submitted, within the limits established for each mode.
This call for applications does not oblige the Arts Area to grant the maximum amount available in full.
The activities which take place using the grants made under this call cannot be for commercial purposes nor be publicised in the name of organisations other than the authors and agents thereof.
In the case of beneficiaries of grants under previous editions of this scheme (2006 and 2007), in order to apply for these grants, the relevant activity report must have been presented, in line with the conditions of the relevant year.
Documentation, presentation and deadline
The period for presentation and submission of projects is from 23rd October to 7th December 2007. After this time no application or additional information will be accepted. Applications sent by post, with a postmark dated within this period will be accepted.
The application must be made using the APPLICATION FORM included in this document. This form may be attached to additional documentation as considered necessary by the applicant for consideration of the project. Only one application should be submitted per proposal.
The application form can be obtained via the link included at the end of this document, or in person at MataderoMadrid, Paseo de la Chopera, 14, opening hours Mon-Fri 11:00 to 14:00 and 17:00 to 21:00; or at the Registro del Área de Gobierno de Las Artes, C/ Gran Vía, 24, Planta Baja, Mon-Fri from 9:00 to 14:00.
Each applicant may submit as many projects as considered necessary, and these may submitted under one, several or all modes (A, B, and C).

The electronic application can include additional documentation in a compressed file format: .zip .rar .tar or .gz to a maximum of 4 MB. Electronic applications received after midnight on 7th December 2007 will not be accepted
for consideration.
If more than one electronic application is submitted for the same project only the latest version received will be considered.
If the application is made electronically and additional material submitted by post, a printed copy of the electronic application form must be included with the latter.
Evaluation Criteria
A) Independent Areas Programme:
· The background over the past two years of the space and the quality of the activities taken place.
· Public use: influence on the surrounding area during the time the space has been in operation, the capacity for public creation and habitual users.
B) General Programme:
· Project quality and coherence.
· Support for contemporary cultural practices which promote dialogue and exchange in interdisciplinary format.
· The ability to create public awareness of contemporary creation through creation and public participation strategies.
· The contribution of the project to the creation of local, national and international networks of individuals and/or organisations linked to contemporary creation. · Project visibility in terms of the schedule, human team and budget proposed.
C) Intermediæ-Matadero Madrid Programme:
· Project quality and coherence.
· Support for contemporary cultural practices which promote dialogue and exchange in interdisciplinary format.
· The ability to create public awareness of contemporary creation through creation and public participation strategies.
· The contribution of the project to the creation of local, national and international networks of individuals and/or organisations linked to contemporary creation. · Project visibility in terms of the schedule, human team and budget proposed.
· The ability of the project to form part of the fundamental criteria of Intermediae (Annex I).
. The project will be evaluated in terms of: a documentation approach in line with the nature of the project. The proposal of a strategy of pro-active public participation.
Decision:
The decision to grant or deny the available funds will be taken in February 2008 by a board of adjudicators consisting of:
– A chairperson and two members, professionals from the arts and culture world, with independent professional recognition and prestige. The right to speak and vote. Proposed by the Arts Area of the Town Hall of Madrid.
– Two art and culture professionals, with independent professional recognition and prestige (exhibition curators, university tutors or professors, directors of cultural entities or prestigious artists) representing the applicants, with the right to speak and to vote, chosen from those suggested by the applicants. The chosen representatives will be those
proposed by the majority of applicants.
– A technical commission from the Arts Area, consisting of five technicians, who will previously issue a report on each of the projects regarding the feasibility of each one, with the right to speak, but not to vote. One of these technical experts will act as the board secretary, with the right to speak but not to vote.
The final ruling will establish the amounts and means approved for each application. The board’ decision will be final.
Form of payment
Payment to the beneficiaries of the grants will be made via bank transfer no more than sixty days after the board’ decision is made.
These grants are subject to current taxation laws regarding awards, except where exemption is granted by the competent department at the Spanish Tax Authority. The payment will be made in the name and under the ID number indicated on the application form.
Justification
Upon completion of the programme, the beneficiaries of grants must present to the Arts Area:
– A memoir or report of the activities completed, which will include all documentary material considered necessary in order to accredit these activities (photographs, catalogues, programmes, critiques, audiovisual material, etc.).
– A financial log of income and expenses using the grant awarded.
Optionally, the recipients of grants may also complete a public presentation of the activity completed and the support received. The format for this presentation will be proposed by the recipients as they consider appropriate, bearing in mind the availability of the media required.
Grant beneficiary obligations
– To carry out, or commence project activities during the year 2008. – To notify the General Management of Cultural Projects at the Arts Area of any incidents that may prevent the project from being carried out. The technical commission described in section six above will evaluate the modification of the project and take a decision in each case.
– TO mention the grant received from the Town Hall of Madrid (Arts Area) in the publications or material created under the project as follows: Activity completed with the support of the Área de Gobierno de Las Artes del Ayuntamiento de Madrid 2008.
The work completed using the grants received from the Town Hall of Madrid (Arts Area) will remain the property of its authors, although the Town Hall of Madrid will reserve the right to reproduce or use this work for communication or promotional purposes.
– In the case of the Intermediae-MataderoMadrid Programme, the recipients of grants will undertake to offer a public presentation of the project and form part of a evaluation workshop organised at the end of the grant project cycle for this year.
Return of documentation submitted
The projects which are not successful can be collected at MataderoMadrid, Paseo de la Chopera 14, 28045 Madrid, Mon-Fri, 12:00-14:00 and 17:00-20:00 in the two months following the adjudicators’ decision. After this time, any projects which have not been collected will be destroyed.

ANNEX I
FUNDAMENTAL ELEMENTS AND REFERENCE POINTS FOR INTERMEDIAE
Fundamental elements:
1. To shape its activity via the process, giving this priority over the product. 2. Transdisciplinarity, understood as a dialogue between the different genres which can be joined by exploration, reflection and experimentation in the area of creation. 3. A horizontal relationship applied between creator, public and institution.
Transversal elements:
1. The Intermediae activity consists of a number of articulated voices, mainly along two routes:
A proposal by the institution itself joined by initiatives by individual cultural agents and groups who channel their proposals through the contemporary creation grant scheme.
All the voices which make up Intermediae are part of the programme and share its spaces and resources.
In this way it is intended for Intermediae to grow based on the whole collection of different viewpoints. In other words, Intermediae not only offers the opportunity to share in the development of activities, but at the same time requires the responsibility that this involves. There is no criticism without self-criticism.
The Grant Scheme for contemporary creation is run on a yearly basis. So far there have been two calls for applications, for 2006 and 2007. The 2006 edition was very important as a first experience and starting point which could be altered for successive years. The 2007 edition included a number of small changes to the previous format, and the idea is that experience, both of Intermediae and of those who take part, will give us the key to be able to redefine from year to year the shape and coverage of the scheme. 2. Intermediae is at the same time a production and resource centre for contemporary creation, managed through the activities themselves.
