_CODING AND DECODING BORDERS AT THE DAWN OF THE 21ST CENTURY_ is an event encompassing art, research and practice. Combining an exhibition and an international conference, it will host, at the Faculty of Architecture and the Faculty of Philosophy and Social Sciences of the Free University of Brussels, and at the Headquarters of the World Customs Organization (WCO), researchers, artists and experts who will discuss the growing technologization of controls of persons, goods or capital which cross borders.
As with the previous events organized by the antiAtlas of Borders, this conference/exhibition truly breaks away from compartmentalization of the fields of knowledge, creation and practice. By offering different levels of lecture and of participation, it opens up beyond academic, political and professional circles to reach the public at large.

The call for projects is for the exhibition which will be held from 13 to 30 April at the Espace Architecture La Cambre Horta on the Flagey campus of the Free University of Brussels.

The exhibition curators and the Scientific and Artistic Committee are seeking DIVERSE WORKS (NET.ART, INSTALLATIONS, VIDEOS, DOCUMENTARIES, VIDEO GAMES, PLASTIC ARTS, ETC.) THAT REFLECT THE PROCESSES RELATED TO THE TECHNOLOGIZATION OF BORDER CONTROLS, whether relating to persons, goods or capital. For the past 20 years, many stakeholders (researchers, journalists, NGO workers and activists, elected politicians, employees of national administrations and international organizations, etc.) have been observing, documenting, studying and at times condemning the technologization of border controls. Alongside the militarization of borders, traditional control systems are now complemented by the deployment at state borders of increasingly sophisticated technologies (biometrics, robots, walls, integrated surveillance systems, data mining, big data, etc.) to control movements of population groups, goods, capital and information. Analysts of this intensive deployment of technology generally tend to look at the objects of control separately: persons, goods and capital. Yet we should also look into the question of the possible movement and transfer of knowledge and techniques from one of these objects to another. Any analysis of border controls, whatever the object, needs to look at the same questions, namely efficiency, “fraud” and diversion.

_CODER ET DÉCODER LA FRONTIÈRE À L’AUBE DU 21ÈME SIÈCLE_ est un événement au croisement de l’art, de la recherche et de la pratique. Articulant une exposition et un colloque international, il accueillera À LA FACULTÉ D’ARCHITECTURE, À LA FACULTÉ DE PHILOSOPHIE ET SCIENCES SOCIALES DE L’UNIVERSITÉ LIBRE DE BRUXELLES ET AU SIÈGE DE L’ORGANISATION MONDIALE DES DOUANES des chercheurs, des artistes et des experts qui discuteront de la technologisation croissante du contrôle des personnes, des marchandises ou des capitaux qui franchissent les frontières.
A l’instar des événements précédents organisés par l’antiAtlas des frontières, ce colloque/exposition propose un véritable décloisonnement entre les champs de la connaissance, de la création, et de la pratique. En offrant différents niveaux de lecture et de participation, il s’ouvre au-delà du monde universitaire, politique et professionnel pour toucher le grand public.

L’appel à projet concerne l’exposition qui se tiendra du 13 au 30 avril à L’Espace Architecture La Cambre Horta sur le site Flagey de l’Université Libre de Bruxelles.

Les commissaires d’exposition et le comité scientifique et artistique sont à la recherche d’ŒUVRES DIVERSES (NET.ART, INSTALLATIONS, VIDÉOS, DOCUMENTAIRES, JEUX VIDÉO, ŒUVRES PLASTIQUES…) QUI RENDENT COMPTE DES PROCESSUS LIÉS À LA TECHNOLOGISATION DU CONTRÔLE AUX FRONTIÈRES, qu’il porte sur les personnes, les marchandises ou les capitaux. Depuis les vingt dernières années, de nombreux acteurs (chercheurs, journalistes, travailleurs et activistes d’ONG, élus politiques, employées des administrations nationales et des organisations internationales, etc.) observent, documentent, étudient et parfois dénoncent la technologisation du contrôle des frontières. Aux pratiques de contrôle traditionnelles s’ajoute, outre la militarisation de la frontière, le déploiement de technologies de plus en plus sophistiquées (biométrie, robots, murs, systèmes de surveillance intégrés, prospection de données ou data mining, big data, etc.) aux frontières des États pour contrôler les mouvements de populations, de marchandises, de capitaux et d’information. L’examen de cet intense déploiement technologique tend généralement à séparer l’analyse selon les objets de contrôle : les personnes, les marchandises, les capitaux. Il convient cependant de se poser la question de l’éventuelle circulation et transfert des connaissances et des techniques d’un de ces objets à l’autre. Quel que soit l’objet, l’analyse du contrôle aux frontières est soumis aux mêmes questionnement relatifs : efficacité, « fraude », détournement.
